Draw a thick line with your black eyeliner pencil along the top lashline of your eyes. Make sure to get to the inner corners of your eyes, and extend the line slightly downwards at the outer corners.

Check in the mirror to see if everything is balanced. Open your eyes fully and check you can still see the line; if it got hidden you will need to make it thicker.

Sharpen your pencil and draw a line slightly lower than your natural lower lashline; this will make your eyes look bigger. If your eyes are extremely huge already you might want to just draw on your lashline instead.

Connect the outer corners of both the upper and lower black lines in neat pointy corners, and check again for symmetry. You dont want a case of Paris Hilton wonky-eye now, right?

Pick up some black eyeshadow with a brush, and gently tap the brush on the side of the eyeshadow container so the excess powder falls off. Go over the black eyelines with the shadow to set the lines and make them longer-lasting.

It is OK if you go a bit outside of the line a little bit, just don't turn into a panda or Little Miss Two-black-eyes.
